I was just wondering if anyone else has used the carpark and realised the gate at the bottom of the stairway at the back of the carpark is locked

I know I sound like a busy body but isn't it illegal to block off a staircase due to them being fire escapes

It's the one I've added a screenshot of the gate that's locked

I just want a little advice to see if it's worth complaining about
