Blue Frame around Outlook Messages can't mark messages as Read & Green Frame around WhatsApp Icons, can't use Space in message

Tahoe 26.5 Just updated this morning problem was there before the latest update.
PROBLEMS:
Microsoft Outlook - Blue Frame appears around the List of messages and I can't use the down arrow key to mark messages as read, have to use the mouse. I press tab and the Blue Frame moves to different sections in Outlook and then disappears.
WhatsApp - Green Frame Appears around the Sidebar Icons, when trying to type a message to any recipient, I can type words, but NOT Space between words. I close WhatsApp and reopen then I can continue typing the message.
Word Documents - I highlight some text below a grpahic or a table, Press Command-C to Copy the text, the cursor jumps up to the start of the graphic.
Not sure if it is a graphics driver, keyboard or Accessibility setting I screwed up.
