Non-technical Australian founder—should I continue with Emergent or get an independent MVP built?

I’m a non-technical founder in Western Australia developing a web platform with one secure login and three connected service pathways.
The platform will include structured user intake, personalised action plans, different user permissions and potentially sensitive uploaded information. I already have an early prototype built through Emergent.
Emergent has offered an engineering plan costing approximately AUD $1,200 per month for 20 hours, plus separate platform credits and future hosting costs.
They have confirmed that the first month would begin with:
auditing the existing prototype;
reviewing architecture, privacy, security and data storage;
defining the MVP;
producing a development roadmap; and
beginning the highest-priority implementation if time permits.
They have also said I retain ownership of the project, code, integrations and data. However, they cannot confirm exactly what will be completed in the first 20 hours until the engineer audits the build.
Before committing, I’m trying to understand:
Is this a reasonable way and price to begin?
Has anyone used Emergent with an assigned engineer?
How portable is an Emergent-built application if I later change developers or platforms?
Would Bubble, traditional custom development or another platform be more suitable?
Should I pay for an independent technical audit before continuing?
How do non-technical founders find a trustworthy developer without spending tens of thousands before validating the idea?
What documents and deliverables should I insist on receiving from a first paid scoping stage?
I’m not looking for someone to sell me a build through DMs. I’m primarily seeking honest experiences, warnings and practical direction from founders or developers who have been through this process.
