Electric hot water tank

Dearest electricians of Reddit,

Just moved into an apartment with what appears to be a very old hot water heater, I'd say from the 70s judging from when the apartment block was built and the imperial units on it.

It is drawing about 1.34 kWh for 7.5 hours every night (it's on a controlled load 1 meter, so whenever it can turn on, it is on). Is this correct? Should it not turn on for a couple hours and then off? Was thinking perhaps either the insulation or thermostat aren't working as they should. Picture of usage stats and the unit for reference.
