Driver Left Running Bus For A Refill?

This morning my driver (who already had departed 4 minutes late from the original station) stopped near a gas station, asked the person boarding a question (I'm guessing it was "Do you mind if I run in?" even though there were other people on the bus already), then got off the bus, went into the gas station, and returned a few minutes later (thanking the guy who had just boarded). This bus stayed running during this. This put an already running late trip even further back and the only reason I made my connection (an every-30-minutes line) was the other bus running a few minutes behind, a lucky break on the light cycle, and some sprinting.

I asked if they would ask the other driver to hold when we got in sight and they honked a few times and waved then shrugged like "Sorry don't think they saw me."

Question is, if I report, how serious? I don't want someone struggling to lose their job or anything but oh my god, seriously?? If I'd missed it because of just honest lateness that's one thing, it's a bit of a tight connection anyway, but not for a driver stopping to get a refill!

On the other hand, this isn't my normal trip. I have a lot of work today so left early, and maybe the normal denizens of this time are used to this and it doesn't cause anyone else issues? If it's sort of the normal thing I don't want this driver in trouble just because I happened to need to be at work early today. It's rough out there right now.

Edit to add: I suspect refill due to the tumbler they took in and I watched them stand at the cashier through the window. For more context, this happened about 10 minutes after they left the main station.

Very much appreciate the thoughtful responses and this is why I wanted to ask in order to get a better feel!
