Both of the Sprouts near me are knowingly allowing pet dogs in the store

I am well aware that service animals are allowed and the store can ask two questions. I am also aware that there is a federal law that is supposed to prevent grocery stores and restaurants from allowing live pets in the store.

Well, the two Sprouts near me are allowing people to just bring their pet dogs shopping with them. The employees are petting the dogs and the dogs are wagging their tails into the produce as they walk past it. I have brought it up to their store employees and they act like I'm a jerk for asking about it. The manager told me this "Well, yes we CAN ask them if it is a service dog, but we usually don't".

I decided to check another Sprouts to see if they allow dogs and the person that answered the phone literally told me they knowingly allow people to bring their pet dog shopping with them, especially during the summer months so that the customer's dog does not have to sit in a hot car. I'm totally grossed out and upset because I used to really like sprouts. I will no longer be shopping at the Sprouts in my area.
