It is from german. I think it is 1930~40s hair clipper. While traveling, I bought this at a vintage shop 'mercatino' in Rome, Italy, for about 10 euros. How is it?

I bought it at Mercatino in Italy for 7 euros. I think it seems to have been made sometime between the 18th and 19th centuries. What do you think?
