Cul-de-sac traffic chaos - what's the etiquette (and law)?

I regularly drive through a cul-de-sac where several driveways converge, mainly 2 school entrances and 1 residential driveway (see image attached). During rush hour, with school traffic and residents trying to get through, it's a daily standoff between drivers.

My question is twofold:

  1. My understanding is that people entering the cul-de-sac (from their driveway) must give way; however, what's the general etiquette/legal right-of-way in a situation where multiple drivers are entering the road simultaneously? Can we treat it like a roundabout?

  2. There's always a car exiting School #1 and driving right into Residential (see illustrated arrow); does this count as wrong-way driving? If so, what's the correct alternative?
