Ended up finding a Gear s3 frontier at a fair 20 dollars and have been having trouble sideloading apps

I have downloaded the file from xdaforums but this is as far as i have gotten it just shows that face but then says it is not connected but if i ping the ip address of the watch it does show that it can ping it im not sure if they previous owner updated the o.s on this and thats why its having issues but any help would be amazing!
