is this a screw? trying to fix a crooked part of my chair

ive been sitting on this really cheap cushion desk chair i got from china. recently i noticed it began to tilt downward to the right and upon inspecting the support brackets holding up the chushions i found this one little thing that was crooked. you can get a good look at it in image 3. ive tried googling and reverse image searching it but it keeps giving me irrelevant results. 4th and 5th images are the best shots i could get of whats inside of it. this part is what holds the backrest in place, its able to leanback all the way into a lying down position. if anyone knows what those circular things are or better yet how to fix this without comepletely dismantling it that would be nice.
