DPWH J.O. (PDO 1) or LGU (Casual)

Hi, Engineers! I need your advice.

I recently received an offer for an Engineer I (J.O.) position at our DPWH Regional Office, with a salary of around ₱1,300 per day. I was able to secure the offer without a backer, I simply passed their rigorous hiring process (2 interviews and exam). However, I am currently working as a Civil Engineer Assistant (Casual) at an LGU, earning around ₱1,100 per day, with leave credits and employee benefits.

Just to add some context, I passed the CELE last year, and this LGU is my first job as a licensed Civil Engineer. One of the reasons I'm considering the DPWH offer is because, in our LGU, I have a workmate (also an engineer) who has been a Casual employee for more than 10 years already. That's why I'm thinking about the long term, since my salary and position might stay the same if I remain here.

In DPWH, based on what I've learned, even if you're still a J.O. employee, you can still be promoted from Engineer I to Engineer II. That's why I'm leaning toward DPWH because it seems to offer better salary.

From a long-term career perspective, which option would you choose?
