What is causing this look? It’s like a bubble popped

Hey all! New painter here seeking some feedback. When I started painting this mini today, I noticed there was an effect like a bubble, or something bursted while the layer was settling. Anyone have an idea it could be?

I did a few things differently today, so maybe that’s the difference.

- I used a larger brush to cover more area
- Tried Vallejo paints versus army painter (I don’t think it is this)
- The model is resin printed. I did give it a good wash before priming it.

Just Finished My First Mini! Would Love to Hear Some Feedback

I just finished my first mini! It took a while, since I did a bit at a time. However, I am pretty happy with the result. 

I did learn a few things while doing this. I thought I had my paint consistency down, but it doesn't seem so, due to how the cloak turned out. I also messed around with highlighting on the cloak, but that didn't turn out as well as hoped. Also I believe I can load more onto my brush, I was using paint sparingly and running out quickly

There is also some lack of detail because I stripped this mini two or three times. During that process some of the primer didn't come all the way off, so I applied another layer, which thickened things up. Nonetheless, would love to hear some feedback :)
