To describe the noise:

• It's a low, persistent hum that varies in intensity.
• It's present around the clock, usually a faint background hum during the day, but it becomes noticeably louder at night.
• has an unusual, chaotic quality. It's neither a constant drone nor a rhythmic sound (like music). The loudness instead rises and falls in irregular, pulsating swells with no obvious repeating patterns.
• I've heard it from multiple parts of the city, so it doesn't appear to be localized to my neighborhood.
• didn't seem to stop / noticeably change during rain/thunderstorms.
