On Definite recall and NRC started MRR for something i was diagnosed with while currently active duty.
*Background*
Currently on Definite Recall Active Duty orders for last year and half and have over year left. I was diagnosed with two things while on these orders and currently being evaluated by my active duty PCM. NRC is scrubbing medical records and started MRR for me without notifying PCM and i wasnt notified till 10 days later and only by navy email going into holiday weekend. I know there are time limits.

I believe the MRR never should have been started, am i reading this navadmin correctly?
Reading NAVADMIN 014/23 and paragraph 2 states:
Echelon 5 medical departments will initiate an MRR if they determine
that a Navy Reserve member has a service-limiting condition, which was not
incurred on Active orders,
