EEOC Determination

Is it typical to receive a determination of insufficient evidence and then a second determination that said they make no determination? Both say Notice of Rights / Right to Sue and were issued on different dates by different positions (Investigator and also Field Director)

Has anyone else had issues finding an attorney? I’ve tried contacting so many and specifically tried to keep to the facts, referencing evidence, but still haven’t found anyone to represent me in my pregnancy discrimination case. A few firms stated it was bc they didn’t want to go against a defense firm (my prior employer)… like come oooonnnn 😭
