In the last two weeks I got engine too hot warning twice. I try to test the water pump and it looks like the coolant stream is not constant. Is this water pump needs to be replaced?

2015 N20 97k miles

Folks any idea what wire/hose is this? I see some part of outer insulation is completely heat damaged. Is this something needs to be fixed asap or can wait for a few weeks? If anyone know what part is this, would appreciate the help.
