Not sure if this is the right place to ask this but why can 2 sounds that hit the same threshold sound louder or quieter than the other?

For example, in a movie or TV show there can be a scene where a character is yelling but it doesn't sound as loud as somebody else just talking normally so you think the threshold for the yelling would be lower/quieter thresholdwise. So you throw the sound track into a DAW like Reaper but then you see that the threshold is the same between the 2 or can be even lower for the person talking normally. But how does does that make sense? How come the person yelling sound quieter but have the same or lower threshold?

What bass hz range is when people are talking/nothing is happening and what bass hz range is during explosions/when big things happen that shake the whole room?

I'm trying to figure out that out because i want to lower the bass when nothing is happening or during dialogue while keeping the high bass for explosions or whatever. Like I want the big booms to still boom the same but i want to lower the rest of the bass. How would I do this with a vst compressor plugin?
