Hi ladies! For those with experience getting married at city hall in Manhattan - I’m trying to figure out if we can have additional people inside City Hall with us for photos.

1. Do your witnesses/guests have to arrive and go through security at the same time as you, or can they check in separately (before or after)?

2. Is the 4-guest limit only for the ceremony room itself? Or does it also apply to the waiting area - like can more than 4 people hang out with us by the green couches?
