Question about complicated intersections

Intersection in question is Grand River Ave / Trumbull / MLK Jr Blvd.

When turning right on a green light from Grand River onto Trumbull, the light at Trumbull is always red, and I noticed some people stop there. The problem is, the light stays red while the traffic on MLK Jr Blvd gets a green light, so if more than one car is stopped, MLK westbound traffic gets blocked.

Are cars supposed to complete the right turn on 6-way intersections? Am I going to eventually get a ticket for driving around the stopped traffic? Any help is appreciated!
