White oak bugs and trunk damage

Tree identification said it is a basket oak.
Location: North Texas

There is trunk damage shown in pic and tiny black bugs going up and down trunk to the soil. It looks as if they are carrying tiny white or grey specks.

I could not get a good picture of the bugs because they are so small.

What, if anything should I do to treat?

Tree is approx 14 feet tall, planted about 4 years ago, and has some crown die back this year (suspect do to a bad ice storm in January. Prior to that, tree was doing fine.

Basket oak bugs

Small black bugs going from soil up trunk carrying white dots.

Any idea what these are and how to treat?

Tree is struggling overall.

North Texas Blackland Prairie street tree recommendation

Looking for a recommendation for a native hell strip tree. Spot gets full sun 10 hrs a day in summer. Heavy black gumbo clay soil. Fairly windy location (+- 50 mph winds) are common.

I am required by the city to have a tree in the strip, but they don’t have a specific species or size requirement.

Currently I have a basket oak in that spot, but the crown has died back and believe I need to replace this fall.

15 feet away (in my front yard) is a Chinkapin that is doing very well.

I really prefer a native as the existing natives in the area are being replaced with non-natives.

Any recommendations would be much appreciated.
