Need advice for masters Economics, currently B.Sc. Econ Student last Year

So I am in my last year of (myquals) bachelors (B.Sc.) Economics, and my course is Integrated M Sc. Economics, and currently I'm in a dilemma of choosing between Univ. of Hyderabad for MA Economics , and staying here. I want to give Gate Economics and with that score being valid for three years, I want to then finish up my masters and apply for a PhD programme in IITs (old Indian dream). So should I just stay put or change to Hyderabad Central university for masters. Hyderabad is cheaper, with permanent faculty, in my current college there are no permanent faculty, and placement hope is nil for both colleges. What should I do? What more can I explore? And which other aspects should I analyze?
