Salary Negotation for City HR job [TX]

SHRM CP certified HR pro here.

How would you, if you would, approach salary negotiation in this situation?

I interviewed for an ER specialist role for a local city (TX). Salary range given was between 67 and 107k.

I interviewed for an Hrbp role originally. Didn't get it but the recruiter referred me to this position. Did a manager, panel, director, and even a consultant interview and feedback has been i've impressed.

I dont know if I get the offer what salary they'll offer. I have been typically targeting roles between 85-100k.

I think my skills and experiences personally aligns with at least mid tier of the salary band if not higher, but i wont pretend to be an absolute maxed out hire.

Ive heard mixed things about salary negotiating. Ive heard its expected. Ive heard in this market even attempting to negotiate can negate your candidacy. Im currently between roles and have been looking for a while so I dont want to shoot myself in the foot.

Ive heard an ask for a modest increase grounded in business justification is the best approach.

So since I can't really figure it out myself, im turning to my fellow HR peeps.

Recruiter Insights Wanted for an HRBP looking for his next gig

Hi all! Not sure if this is the right place to post this, but I'm looking for real advice from recruiters.

Quick background: I've got 5 years in HR. A SHRM-CP. I've done HRBP work back in 2023/2024 and started a fractional consulting business after I was laid off in 2024

I've been getting interviews after a resume overhaul, and almost exclusively for HRBP roles even though im also applying for Generalist or ER specialist jobs, which is telling me my resume is more 'BP-coded' than operational (which is great! That's my goal).

But despite landing interviews, I still haven't quite landed an offer after a few months, 250 apps, and at least 8 different organizations I've interviewed with.

On 2 occasions, I've made it to a final round out of 2 or 3 candidates for an HRBP role and an HR consultant role for a payroll/PEO org. But then I dont nab it in the end.

When hiring managers mention pay range, I always say it works. It usually does. I interview well from what I've been told; friendly, good STAR format answers, and I strike a balance of professional but approachable.

I know there's a numbers game to this and this market is brutal. And maybe 2 final rounds aren't that many? But... I'm definitely curious if anyone can provide any insight on what might help me get across the finish line.

Right now it feels like there might not be much I can do, and it just comes down to something totally out of my control. But hey, I'm always down to find ways to improve.

I just really want to gain some industry side knowledge that I might be able to use to hekp me on my search.

Advice for HRBP looking to re-enter job market [TX]

Sometimes, I don't make it past the screen, but usually I do.

Most times, make it maybe to round 2 and then thats where I'm pulled out.

I know nobody can know what the reasons were in my case... but if anyone can relate, I'd love what you learned in your journey. Or, if you're an HR director or similar whos hired HRBPs, particularly in the kind of 'half operational, half advisor' scope (basically jr HRBPs). Id love to know what it really boils down to; experience, fit, they wanted less salary?

Notes for the mods etc; I am an hr professional already (HRBP/Consultant) looking for specific advice on landing a role in today's market after a layoff. I am not trying to break into thr industry. Im technically already in it, just trying to figure out my strategy for the HR market today after running my own consulting practice for a while.
