I need to swap my dad's water heater out and he's refusing to contact insurance or admit the water heater actually needs to be replaced. It has a leak that created a lot of rust damage, shorted out both thermostats and probably blew out the heating elements. It's also +30 years old. I'm living in his house in Northern Virginia with my girlfriend so we have to deal with it.
I would love to do the swap myself instead of paying $2-3k. The thing that's stopping me is that I don't know what the legal side of things are and everything I've looked up has given me mixed signals. A friend of ours mentioned a permit and inspection would be required, but my girlfriend heard from a plumber friend of a friend that it may only apply with gas heaters, and we have electric.
Are there any plumbers out there familiar with the Northern Virginia area that can weigh in?
