Silver Farms, at what point do you stop upgrading the mansions and start a new farm?

Is this your process? I have no issue spending 5 USD on a pack that can assist heavily. Do you buy a few packs? I forgot what advantage pack goes up to level 20 hero or capital. Thank you.
