Question about Crumbling sands

If my opponent plays their first spell of the turn, is it a legal target? Or do I need a target to play it if my opponent hasn't played two spells at all? Had a casual game last night where an opponent had astral heron at a battlefield and used crumbling sands to target a spell i cast in combat, with the purpose being to trigger heron into letting him play a bigger spell. As both of us are coming from mtg the wording on crumbling sands implied the card could be played with no effect if the condition wasn't met, but we also weren't sure.
