Is this fasciation? 😅

Just wondering if anyone can identify this... looks a bit abnormal.

*edit to add - i have never seen our puppy stack her paws like this in 10 years, I thought it was adorable and it made me think of this sub..where i learned about fasciation:)

Hoya reporting question

I inherited this hoya from my dad. After bringing it home, I realized it was 2 seperate plants and 1 died in the transport to my house. The other seems to be doing ok and getting some new growth. No blooms since I have had it (it would bloom annually at my dad's). He never trellised it and I am slowly trying to make new growth go up - it has just started a few new leaves but otherwise for the last 2 years was "stunted". It had not ever been repotted, in my recent memory.

My question: since I think hoyas like to be more snug in pots and with it now being 1 pot i wonder if it is too big and if I should repot it? If so, what is the best soil?

I really want this baby to thrive in memory of my dad.. he had quite the green thumb ( i have not yet killed his peace lily but we have had some close calls lol).

Thanks!
