Is this good value for a home server/experiment device ?

I want to get a mini PC for home server use and to run experiments on different linux (server) distros.

I tried looking for second hand mini PCs in the country but they all have shit specs and are costly.

Is this good value, or can I get something better/cheaper within the same spec range?
