Pests or dirty?

Just got this miny rose for cheap from a random store. She was very dry and also looks a bit dirty, but it might be a pest I don’t know about 😔 she’s quarantined rn in a spot that probably won’t give her enough light (I only got her home 10 mins ago tho), but the sunny one is for healthy plants only. I will clean up her leaves and flowers but I wanted to take a pic and ask first
I don’t think she was really getting watered at the store.

What to do with cuttings?

I got 6 cuttings from a plant that was legging a bit and I’m not sure how to get them to root? They’re around 4 inches each, healthy and all that. Right now I’m keeping them on a dry surface but I’m not sure what to do? I read and saw a few videos and everyone does it differently.
I saw some put them in water, some bury them right away and some let them first callus over for a few days and then bury them. What’s the best method? 🥹 I’m new to this whole plant thing. I just want them live ong.
