How are horse-drawn carriages still a thing

Why are tourists paying for this? In this heat especially, this can’t be good for the horses. I’m really bothered by it because I see it every day living in the city centre. Obviously animal abuse is a major issue in Ireland in general especially when it comes to horses but is there any movement to protest this shit?
