Can someone explain what the numbering on the red part of Abu Dhabi plates mean?

i have found a category 7 plate (the number 7 on the red part), and chatgpt nor any site i searched couldnt give a normal answer just that its that category, its from that series but it didnt tell me what it correlated to (age, plate series, year issued, police, ambulance, normal civilian, export, etc.) and i hope someone can clarify it to me as it frustrates me so much

Spotted in Budapest, Hungary

First glance i thaught it was slovenia because LJ, but it has no coat of arms, then i thought romania because the format but romania doesnt have that region code
