I-751 pending + expired Green Card — USCIS refused ADIT stamp until biometrics are completed. Is this normal?

Hi everyone! I’m wondering if anyone has had a similar experience recently, especially at the Miami Field Office.
I have a pending I-751. My 2-year conditional Green Card expired on September 30, and although USCIS received my I-751, I never received the physical I-797 receipt.
I contacted USCIS because I have upcoming international travel and need temporary proof of my permanent resident status. After several service requests, USCIS scheduled me for an in-person appointment at the Miami Field Office specifically to request temporary evidence/an ADIT stamp.
I went to the appointment today and explained that:
• My conditional Green Card is already expired
• My I-751 is pending
• I never received my I-797 extension notice
• I have upcoming international travel
However, the officer would not issue the ADIT stamp because I have an I-751 biometrics appointment scheduled for October 13.
The officer told me I need to complete biometrics first, then request another ADIT appointment, come back to the field office, and they can issue the temporary evidence after that.
This surprised me because USCIS already knew my biometrics were scheduled when they gave me today’s appointment. If biometrics had to be completed first, I’m confused about why they scheduled me to come to the field office before then.
Has anyone else been told that I-751 biometrics must be completed before USCIS will issue an ADIT stamp?
I’m especially interested in recent experiences from Miami, but experiences from any field office would be helpful. Did you receive an ADIT before your I-751 biometrics, or were you also required to complete biometrics first?
Thanks!
