White spots near edges of soapstone that come off with scraping. Is there a better way to remove all of them?

These are only on the edges of the sink which leads me to believe it has something to do with debris or minerals collecting in those areas (we have hard water) then when I sanded they became more embedded just below surface level.

Scraping one by one with a razor removes them but there are so many, it's a large sink. Is there an easier way to remove them? And does anyone know what they are?

What grout is this? It's cracking and crumbling where it meets the black countertop and I need to redo it.
