Does it really take 3 or 4 years to learn japanese like some sources say.

I actively study around 1 hour per day not including immersion. Does it take 1000s of hours to be able to understand simple conversations. Ive seen people say that you could learn 2 or more languages in the time that it takes to learn Japanese.
