Troubleshooting question Payne heat pump

Have a Payne heat pump, noticed the thermostat was blank/off and system wasn’t working. Took off thermostat and used multimeter to check and getting no voltage reading from wires, is this a possible blown fuse and what fuses can I check?

I removed the pull out on the box outside by the unit and noticed there aren’t any of those fuses inside there that I could see so is it on the unit itself? There was also a small wasps nest which were removed and wondering if that could have been any factor? Picture showing where I found the wasp nest and where I thought fuses would be.

I do have a technician that I have used in the past that has not came out yet, but that would be the next step just trying to learn some things and see if it could be a fuse. I have read that the blown fuse can indicate a larger problem but just curious!
