I’m currently in my hometown in Bihar. My mother is conducting this survey in our locality, and she has been explicitly instructed to mark that every household has electricity and toilets regardless of whether those facilities actually exist. In other words, the data is being manipulated before it is even recorded.

It completely distorts the ground reality. Families who still live without basic necessities become invisible on paper, while officials can falsely claim that development targets have been achieved.
