Is this thrifted Our Place pan salvageable?

I have always heard wildly mixed reviews about these pans. As a gal on a budget and a wary believer in nonstick coating, I never bit the bullet, but I found one for less than ten bucks at goodwill!

I’m wondering if folks think it’s possibly salvageable or if this is a sign that the nonstick has scraped off and could be toxic. Could I clean it and use it safely, or is it worth returning it? I may keep it just to use the steamer basket since I don’t have one (but I won’t if people think it’s genuinely unsafe!).

I’ve seen a couple similar posts on Reddit about these pans but the advice on those seemed a bit mixed as well. Thanks in advance!!!
