Chlorinator Help

So, how do you tell it the chlorinator is bad?

We recently experienced a mustard algae bloom. I shocked the crap out of it and cleared it, cranked up the chlorinator, and it came back. Tests was .11ppm for chlorine after running overnight. I shocked again.

Took a look and saw scaling so I cleaned it with muriatic acid. After about 5 hours, new test still only shows .12ppm.

Could 2lbs of shock dissipate overnight?

I need to know if the chlorinator is failing. The tests have been at the pool store since I'm waiting on more Taylor reagent.
