My fiancée is an American citizen, and I am on an Open Work Permit (PGWP) in Canada. Once we get married, can she apply for her Spousal Open Work Permit at the Port of Entry?

I am aware that U.S. citizens can apply for open work permits at the border, provided they have all the documents. Does anyone have any information on how to proceed with applying for an open work permit for a visa-exempt individual at the border?
