I recently purchased this Arc and it seems to be missing a washer between the blade and the frame? There’s a lot of scratching on the blade joint, is this normal?

Update 1: I have slightly taken it apart and confirmed there was no washer.

Update 2: I took it back to my place of purchase and they were able to exchange it for me for a new one that still has the USA stamp. Photo in comments of the new one that has the washer.
