

Failure to provide maintenance
Hi all, not sure if this is the right place to ask this but currently at a point of filing a complaint to the city about my landlord failing to provide maintenance.
This is to me what seems to be a relatively small issue. We are currently living at the top level of a two flat and upon move in, the window screens in our unit were either completely unattached or torn in a way that made them ineffective. Additionally, one of the bedrooms was completely lacking a screen in entirety. After walking through on May 28th, I put in a maintenance request to my landlord to have them fixed/replaced.
I’ve communicated on the 2nd, 5th, 12th, and 23rd. A maintenance worker came on the 13th, but installed blinds instead and removed the screens entirely. It is now almost July and there has been no fix. We currently are unable to open our windows, as flies and gnats are able to come in through the openings. Additionally, the unit below us have window screens on all of their windows.
I’ve been double checking rental/building codes for Chicago on specifics of bug screen requirements on windows, and the only thing I can find is 5-12-110 in the Municipal Code. We are at a point in which we want to file a complaint to the city and I’m wondering if this code is worth escalating?
Currently I am coordinating with a broker to assist with my apartment search, and a current unit we are trying to apply/tour has an application process that sounds shady to me.
When we apply we also have to send a cashier’s check of first month’s rent, and it will be first come first served in terms of who gets the apartment. Our broker said we’d be refunded if we aren’t approved, but this sounds very different than previous apartments I’ve applied/rented at.
Is this normal for Chicago apartments? Feel like it’s a red flag to send rent money without even being approved or receiving a lease.

I’ve been looking for a cat-friendly 2 bedroom apartment for up to $2000 a month to move by June 1st. Looking currently in Humboldt Park/Wicker Park/Ukrainian Village/Logan Square, as I’ll be commuting by transit towards work in North Humboldt.
Since I’m relocating from out of state, I’ve been trying to connect with a couple of brokers to set up apartment tours/help with the search, but haven’t had any luck in getting a response back so far. If anyone has any recommendations for brokers to connect with or helpful information related to my search, I’d really appreciate it!
