Has there always been a non-refundable administrative fee equal to 5% of the total room cost including taxes when booking through them?

Booking for Boston is supposed to open tomorrow at noon eastern but the site appears to be working now.

I am already booked at another hotel, but was going to book a backup at Four Seasons. $171.18 non-refundable admin fee was not included in the plan.
