Anyone feel that

Hi all,has anyone very recently exchanged their driving licence? I had an appointment today for exchange and it wasn't accepted due to the 3month residency rule after receiving licence ,said papers not sufficient i took.bank statements school reports insurance documents.

I booked ano appointment but unsure whether it's a situation with me personally or whether it's everyone unable to exchange? ,please help me decide whether to bother with further appointment ,staff were rude and very unhelpful but that aside; I can get more paperwork even though I I had plenty of evidence ;just unsure whether to try again at Kyoto or maybe try osaka or other city ? Heard Osaka more friendly and flexible .
