Hi all

Is this mold? My SO and I are moving into a new apartment and found this in the bedroom closet today after the walk through. The property management is coming back with a moisture tester and we're going to go from there but we were hoping to get opinions/see what's in store before tomorrow.

The wall this is on has no pipes and there is no other mold in the place.

Do we all think its mold? Any ideas what caused it or how it will need to be resolved? Can it just be cleaned and painted over?
