Some folks are seeing budgets freeze up, others say their pipeline has never been busier. Hard to tell what's a real trend versus just my corner of the world.

There's a quarterly survey trying to measure exactly that: the GovCon Mission Effectiveness Index. It's basically a confidence index for federal contracting, built from responses across both the government and industry sides. The more people who take it, the more the results actually mean something.
