I'm providing a residential VPN service out of my home Internet. I have a customer who wants additional IPs in Dallas and Houston. If you're up for it send me a direct message.

A word of caution here. Make sure:

1. The customer does not contaminate your IP address with P2P file sharing or spamming
2. They don't eat up all of your bandwidth
3. They don't have access to your home network

Personally, I use a PCWRT router that has options to set max bandwidth limits, block home network access with VPN guest mode, and block P2P with a single click.
