I mean, in the scene where Frollo and Phoebus are talking about the Roma, they see Esmeralda dancing in the distance, and Frollo even talks about "awakening the lowest instincts" when he look in her direction. Sure, he probably didn't desire her yet, but as the Minister of Justice, obsessed with catching Roma, he was more likely to be familiar with such famous figures as Clopin and Esmeralda. She was their most famous, a sort of local celebrity, you might say.
