Hello! I am applying for the FBR. My mum was adopted by two Irish parents. Do I need to include information of her adoption in the application?

The website mentions that if an Irish-born born person was adopted, they need adoption certificate but my mum was not born in Ireland (England). So am I applying based on my, I guess, "Adoptive grandparents"?

I have all the other documents together but don't want to make a mistake and send it off.
