Has anyone received this type of HR response before after interviewing?

I don't want to be too hopeful, but I am wondering if anyone else has received a similar response before and then landed a job.

For context, I interviewed for one position and found out from their HR today that I didn't get it. However, they also said, "we were very impressed by your skills and experience and wanted to explore another opportunity with you." Another position that I hadn't applied for also opened up.

They also said they think I would be a good fit for this role, wanted to see if I was interested, and hoped there "may" be an opportunity to work with me. I don't think it's a job offer, but rather an opportunity to interview for this other position.

Has anyone received this type of response before, and if you interviewed, did you get the job? Was it like a sure thing?

Is it time to quit my job?

I am at a point in my career, where I have been promoted a couple of times into a supervisor role.

There is now only one more position above me in my department.I have been at this organization for the last 3 years. I was promoted 4 months ago but haven't been able to actually start training due to turnover.

I have been covering 3 positions ,and now it will be 4 since someone else just quit. I would be expected to cover these positions and train the new people.There is not a way for me to ask for more money as we are not in the private sector. The most recent person who quit had been promoted to my old position. Now that she's gone, we have to start all over again, and it already took 4 months to get her promoted.

At this rate, I expect to be helping/covering/training going into the next year. There is one position above me, and that person will be retiring in less than two years. For me to feel comfortable once she's retired and gone, I would need to learn all 11 positions in this department. But I haven't even started training in my new role yet. I know this is probably more vague than it should be.

But it has taken me so long to make it to where I am at, but I don't know if I can go through with covering multiple positions again. As this has not been the first time. In the three years I've been here, I have been doing multiple positions for at least 2 of those years. I love my actual job, I love the people I work with, and I am proud of my accomplishments. BUT is it worth staying? I don't want to feel like I wasted the last 3 years of my life, but I also can't do my new supervisor position, the three other open positions, and train the new people. Even if theoretically it might end by next year.
