is it normal for the CTE to spend all shift, nearly every shift in the office?

hello there, i am wondering how and where i can find information for those who are ‘higher up’?

ive worked at my store for a while now, but no matter how hard i try to look when im able to use a computer, i cant find any information about who is above my store manager. we have cycled through so many of them, and i dont even know who is ‘controlling’ our area/cluster/region anymore.

several incidents have happened with a specific individual at my store, and my store manager has been less than helpful with controlling the situation. or just genuinely helping at all. HR has been contacted MULTIPLE times now (over a /long/ period of time because of how long this has been going on) by basically everyone in the store, and there is no sign that things are being done.

myself and other coworkers come in and dread working with this individual because of how toxic the environment is with them. i would go more in depth, but i worry about being targeted if im too specific.

-where can i find area/cluster leaders?
-what even is the difference in these positions?
-is there a specific way i can have a personal conversation with someone?
-how do i know HR is actually doing something?

i understand that information is controlled with higher ups and may not be available to everyone (corporate life). but with the position i stand in currently, coworkers turn to me for answers/comfort and i cant give them anything at all. its ruining the work atmosphere because all i can say is “i dont know” because i genuinely dont.

i also understand if no one can help directly here, i am just grasping at straws at this point.
