Linux Mint won’t fully power off after updating to kernel 7.0.0-28

I’m running Linux Mint 22.3 Xfce.

Recently my laptop started failing to fully shut down. When I click Shutdown, the normal shutdown animation appears and the screen turns off, but the laptop itself stays powered on. The keyboard backlight and power indicator remain on indefinitely.

The first time this happened, I closed the lid thinking the laptop had already shut down. When I opened it the next day, it wouldn’t boot normally until I held the power button to force it off. The battery had also dropped to around 39%, so apparently it stayed powered the whole time.

I checked the previous boot logs and systemd seems to complete the shutdown normally:

Reached shutdown.target

Reached final.target

Finished systemd-poweroff.service

Reached poweroff.target

systemd-shutdown: Syncing filesystems and block devices

Then the journal stops

So it looks like Linux finishes shutting down, but the actual hardware power-off never happens.

Current kernel:

7.0.0-28-generic

Installed kernels:

7.0.0-28-generic 6.17.0-35-generic 6.14.0-37-generic

The issue appeared after the HWE kernel was upgraded from 6.17 to 7.0.

I then booted manually into:

6.17.0-35-generic

and tested shutdown again.

With 6.17, the laptop shuts down completely. Keyboard backlight and power LEDs immediately turn off like normal.

So right now:

7.0.0-28 → shutdown hangs after the OS has already shut down

6.17.0-35 → shuts down normally

Has anyone else experienced this with kernel 7.0.0-28?

Is this a known regression, possibly related to ACPI/power management, and is staying on 6.17 for now the best workaround? I’d rather avoid adding random ACPI kernel parameters unless necessary.

need suggestion

i got gpt plus for a month free(idk i just get the free offer and redeem the trial) and i use it for my personal project using gpt 5.5 high or gpt 5.6 medium , but my project isnt finish yet and my gpt plus is almost reach its limit by right now(the trial end in 5 august) so i need a cheaper option for replace of the gpt plus, did u think i can just replace the gpt by using the deepseek v4 pro/flash but still using the planning from gpt 5.6 high, and the execution using deepseek ?
